I am older than you and remember when the drinking age was 18 and the drivers license age was 16. Then a bunch of teenagers got in terrible drunk driving accidents, and along came MADD ( mothers against drunk driving ). They got the drinking age raised to 21, BAC lowered to .08, increased the fines and penalties for DUI, and did all this with the federal government threatening to withdraw highway funds to states that did not comply. A lot of states also raised the driving age to 17 on their own accord.
