The town I live in has girls walking dogs everywhere, and if I am on the sidewalk and see a woman and a dog walking towards me, even if they are on the other side of the street, I know that by the time they reach me, either the dog, the girl, or the leash will be blocking my path, and that is a good day, because it means the dog hasn't lunged or snapped at me.
I think it is mostly a case of Schnauzerhausen by Proxy, and that the woman is consciously or subconsciously acting out either her lust for power, attention, or general misanthropy, but letting the dog do all the heavy lifting for her.
I have tried chastizing them, or telling them to control their dog, and all they do is laugh at you, and this includes mothers with children, and even little old ladies, so it is definitely a phenomenon, and not random bad luck.
And you are so right about the ones with big dogs. It is like they are trying to effect a mojo-slide, where in their fevered minds, all of the power and danger of the dog becomes actually their own personal power again through proxy, like a dangerous version of moms who let their kids tear up a restaurant, and smile beatifically, pretending to ignore how annoying it is for everyone else, and daring anyone to say anything.
Once a doberman looking dog almost latched on to one of my fingers as I was passing by, and I said to the owner, "You're lucky, that was almost a lawsuit," and she just got that "Huh" look on her face like she had been slapped out of a deep sleep.
Another time I was walking on a sidewalk, no dogs in sight, past a pickup with a shell that was in a driveway and sticking out into the sidewalk. As I passed, a fucking pit bull stuck its head out of the shell and snarled at me.
I jumped back, and the woman was sitting right there, smirking at me, like she was getting off on seeing what her dog would do.
"Did my dog scare you?" she said hopefully.
"No," I said, "your dog startled me. You scare me."
There is no doubt that this is a thing, and that there is some twisted girl reason for it.
I am not sure what you could do about it because these women can't be shamed or made to see reason. I thought about carrying pepper spray, and that might work, it's just I don't want the dog to have to pay for her bad behavior.
And don't bother asking them if their dog is friendly, they don't really know, and wouldn't really care if they were wrong and their dog bit you.
The only plus side is that because they never train them, often you see women having fights with their dogs, arguing with them when the pooches don't anticipate their needs, just like they would with a man. At least that is good for a laugh.
