While this is correct, I hate the term "technocrat" because it's been extremely maligned by the European financial crisis and EU's idiotic, totalitarian handling of the same. ECB, Greece, Italy, Spain, Portugal, Ireland, Slovenia and now Croatia all have or have had "technocrat" rulers (as chairmen, prime ministers and financial ministers) and have all been ruined by them.
These people have all universally been shown to possess A) zero business knowledge and B) zero positive intentions. Thus, the word "technocrat" has become extremely hated and is nowadays merely a polite expression for an "obedient EU shill" or "commissar".
China can rely on placing the most qualified technocrats in leadership positions because it is a sane country (oh the irony) and will really select the most qualified person. Europe and to a lesser extent USA - probably not. Our technocrats are simply different, so I would rather call Trump "skilled" than a "technocrat".
