Don't start out that crude. Just say yes you're open to discussing it and ask her for more specifics about what she's looking for. Make clear early you're not interested in any homo stuff.

So I asked this girl from my social circle out twice and the first time she told me she made plans, the second time she said she had something planned for that day and that she would be free next week and apologized.

A few things;

First - it sounds like she wants to see you. Girls won't say those kinds of things unless they're into you.

Why did you think she thinks you were blowing her off? Are you not that attracted or you were just thrown off by her seeming 180? I'm guessing it's the latter.
