When I've met her it's just been a friendly hello and collecting the keys, though last time I left a pack of Viagra in the wardrobe and told her I left some pills, she looked after them and gave them to me when I got the keys this time, I only have a day left here, so how to proceed?

Without more info (perhaps that's all you have), it's fairly open ended. You don't know her schedule, you haven't really established any connection (in fact you've failed to do so 3 times, which might be slightly worse, though at least you haven't beta'd), and it sounds like you're only chance is via Tinder message.

You: "I only have a couple days until my next trip here...wanna grab a drink"

I was toying with the idea of going super direct as I think she lives on this apartment complex or very close by (2km on tinder). Plus she looks kind of slutty with allot of tattoos and some piercings. But I would like to stay here again, would this be a bad idea or could you see it working? It's 7pm already. So it's not like I have time if I want to make something happen while I'm here, could be months till I'm back.

Am I doing something wrong or is this just the fickleness that is everywhere?

What are you going to do, just let a girl who showed interest in you and gave you her number get away? It's not desperate to chase a woman you want like a man. It IS desperate to text her too soon, too often, and be too needy. That is why I said text her Tuesday. Let the weekend pass and try to restart.
