What you have here is the normalization of psychopathy, to the point where the dumber and more impressionable people like the OP will accept it, and see evil as a normal, even admirable trait. Popular culture has been deliberately manipulated to achieve this, through the promotion of trends like gangster rap, or even shows like Game of Thrones.

There is a lot of work going into this upstream to make the population more vulnerable to this kind of degeneracy, done through the destruction of families. This produces rudderless men in search of male role models, men who are more prone to violence. Good points, but if you want to be the alpha male, acting like a psychopathic loose cannon who kills innocent people would get you killed by the community, surely? Saddam, Gaddafi etc killed in much larger numbers but kept order for their tribe. Nero, Caligula, etc were just nuts and caused chaos and paid the price at the hands of their men (or his own in Nero's case when the game was up). The behaviours Jenkins exhibited would get him somewhere in the short term, no doubt, but sooner or later he would be exposed as too risky to let live. There is only any point to ruling by fear if that fear brings order, not chaos.

Guys like Nikko Jenkins die really quickly when the highly trained guys come after them. He's intimidating to the general populace, who never come into contact with bad guys, and he holds a certain power over that section of the population for that reason. This is all true except that Jenkins is the type of wild, crazed thug who possesses only a subset of the characteristics needed to rise to "Apex Alpha" status even in the most primitive of societies. Pulling people out of vehicles and killing them in the middle of an intersection is the modern equivalent of Hunga flying into a wild rage and hitting Bunga in the head with a club while surrounded by a crowd of Bunga's friends. This dude is lucky he exists in the 21st century because 1000 years ago he would have ended up headless, and 20,000 years ago he would have ended up with his brains bashed out, in both cases before he lived past his teens. The capacity for crazed violence has to be moderated with at least a modicum of intelligence and strategic thought in order to not result in quick death, let alone a rise to "Apex" status.

I'd only change one thing.

Many are forced into a dominance hierarchy that manipulates alpha impulses, like the army or police. That said, someone like Nikko doesn't sound like he was going to fall for that.

Anyway, when he's executed the world will be slightly safer.

Super alpha. Our system is designed to kill or otherwise take true psychopath alphas out of the population, they are simply too harmful to a peaceful society left unchecked. In times past he would be the leader/warlord/general of a powerful savage tribe of conquerors. In 2017 they lock him up and throw away the key.
