A. Test our incident response to an IED detonation

B. Asses ideal locations for secondary devices based on response personnel

C. Refine TTPs

If you think of this as a small scale test, it makes perfect sense. You just make like you're throwing out some garbage, then sit back and take notes. Very low risk as opposed to dropping a backpack in Times Square or a busy club. May or may not be a proof of concept for the design of the device.

I'm actually surprised that they are admitting that it was an "intentional act." Better than not even admitting that a person actually did it (IED explosion) and speculating about other reasons why it happened like a gas pipe or "construction."
