Cuba has always had one of the lowest AIDS rates in the Americas, the Carribean, etc.

When the AIDS epidemic struck, they took measures that almost no other country did to prevent it. They put people with HIV in quarantine, which at the time, and to this day is remembered as a barbaric violation of human rights. http://globalhealth.duke.edu/projects/or...ience-cuba

The obvious effect of this was to control the HIV outbreak to a degree not done in the U.S. to this day they have a lower HIV rate than the USA and their neighboring Caribbean nations. For instance, here is the adult (15-49) HIV/AIDS prevalence rates for certain nations in the Americas:

USA: 0.6
Cuba: 0.2
Jamaica: 1.8
Dominican Republic: 0.7
Colombia: 0.5

Today there is news that Cuba has eliminated Mother-to-child HIV transmission, an amazing step towards making this awful disease a thing of the past.

Maybe that's why it worked, for any other killing disease it seems to be the first step in the preventive protocol.

Agreed, I don't understand why we don't have a mandatory nationwide test. After that we can criminally penalize people for spreading it.

"mandatory"... That's the problem with that idea. If we were in the midst of a widespread problem with HIV in the mainstream USA I might be with you on this....but we're not. As it is I feel like we're getting enough of our civil liberties trampled.

I'm saying this as food for thought, but wouldn't it be nice to have our civil liberties trampled for something useful for a change?
