The guy's main claim to fame is the book Dereliction of Duty, which related to the failure of U.S military personnel to complain strenuously enough against the Commander in Chief and civilian Defense Department cabinet secretaries when they order bad tactics or strategies. What made this so distinctive was because McMaster was still active duty and was still a Major when he wrote a book that was critical of the US Army. In a Joint Chiefs of Staff basically full of bureaucrat arselickers, he is likely to have licked less median arse than his fellows. And if you go by book excerpts, it seems he basically operates a little more like Trump: more results-oriented than process-oriented.

That said, Reed's criticism of him is the same as any other general who reaches that rank in the US Army: they played the game - they were part of a highly inefficient bureaucracy that will do anything but speak truth to power or pronounce itself unqualified to carry out a task that is not military in nature. The nature of the rank itself puts the person holding it under a cloud of suspicion.
