Per Cobra's suggestion here.

This post details the creation of memes.

1. Head on over to http://memegenerator.net/

2. Click "Generate an Image" in the left side-bar.

3. Choose a "character" (i.e. meme) that corresponds best to what you're trying to get across. For example, a post that deals with the universe shitting all over you would probably be a "Bad Luck Brian". If, however, you were trying to describe an awkward situation you would use "Awkward Penguin". Browse through the set to find what suits you the best.

Looking through /r/adviceanimals or http://www.knowyourmeme.com would probably help so you could see how certain memes are used.

4. Once you have selected a meme, you can enter both Top Text and Bottom Text. Memes typically have a one-liner at the top and a one-liner at the bottom so these correspond to what you would want to write.

5. Choose a language from the country flags under the text boxes

6. Click the "Generate" button under the text boxes

Upon completing the steps, you have successfully created a meme.

I could probably do a write up of how to use MyBB powered forums like this later. I've already helped a couple members with posting and finding photos and gifs for forum use. Wage slaving at the moment though. I'm surprised if there's not a tutorial type sticky for this stuff.

Memedad is good as well. I notice a lot of posts over on Reddit that use that site.

I checked this thread because I wanted to make an IRT meme after watching part of an Indian movie on Netflix yesterday.

I ended up downloading 5secondsapp to create memes on your phone from any video or photo.

I'm having trouble posting it from my phone tho.

EDIT: The files are too big. Shit.
