Always go with flowers—jewelry is only for the wife (or about-to-become wife), chocolates are for Mom.
Flowers are cheaper than jewelry, and leave a longer-lasting impression precisely because they are short-lasting. Women will take selfies and publicize the flowers to show off to their friends, reinforcing the "specialness" of flowers.
As to which kind? Always go with red roses, and always go over-board—anything less than 18, and you're "cheap".
Also—and crucially—have them delivered, preferably at her work or sorority house or wherever there are a lot of her peers around. Do NOT deliver them yourself—you'll be mistaken for a chump.
If a delivery boy shows up at her job with a giant bouquet of two or three dozen red roses, for all her friends to see (and envy), it will have a huge impact.
Milk that impact.

Anniversary? I think generally this is stupid. If you're married, then yeah.
Christmas, Birthday, and Valentine's Day? You should get her something she could really use. The most effective gift giving is not by spending money, it's by either creating something you know they'd really like, being thoughtful enough to search out something they'd really like, or by giving them an experience they will always remember.
For my girl this year:
Valentine's Day - I found a badass vase that I got for free a long time ago and paired it with a dozen long stem red roses (only because I couldn't find any other flower that had long stems that fit the vase as I would normally go the OPPOSITE of what everyone normally does) that I spent $25 dollars on at Costco while I was there shopping for my groceries. At the time I hadn't been to her work and she didn't even really remember she had even told me the name of her work. I spent a couple minutes online, figured out where it was, and then conned her into thinking I was going to call her from my work and ask her a work-related question and if she could step out of her office to take the call. I called her, told her to come to the parking lot where I just told her I wanted to come surprise her and tell her happy valentine's day in person on my way to work. We walked around for a few minutes and I had her stumble upon the vase/roses I'd hidden behind a minivan in the parking lot.
Birthday - I went to an art supply type place that has chains and little charms (whatever you call the part that hangs) and walked around and looked for an animal that I know she likes and that I joke around about with her on a regular basis. I bought them along with a card I thought was nice looking. I traced the animal outline off the pendant, then drew in the features. It was at best a little higher quality than the work of a young child. I wrote her a few sentences and signed it. I re-used a paper bag and tissue paper type stuff to make it all look decent when I gave it to her. I also hosted her and my roommate at the times themed bday party and absolutely killed it. All of her friends were blown away.
Reaction to both gifts? ECSTATIC

I give a comical card at a day after or before silly holidays like valentines. I ALWAYS set the expectation low for anniversary and birthday, then a day or two later "as an afterthought" bust out a gift. Now, to some level guys, if you're maintaining LTR, you have to be beta in this regard, so it is ok to be romantic and put thought into the gift. So I do get something meaningful to us, but when you frame it as meaningful "but an afterthought" It really impacts her that much more.
