Dude was making an analogy. Alleged quote: "It is very easy to say that if you can't enforce it, it's like saying if you can't prevent rape, you enjoy it."

He was saying that just because you can't enforce something, doesn't mean you shouldn't make a law against it. Pretty clear that he was not saying anyone should enjoy rape.

But of course, everyone is off to the races accusing him.
