Is reloading a thing in Europe?

Light or reduced loads are easy to make for bolt action guns with basic equipment. You can light load your first round (or two). Then if they don't stop coming when they've already taken one or two rounds that are roughly comparable to 9mm FMJs, you'll have full power rifle rounds on tap immediately.

Bolt gun is what you can get without a permit in Austria. In general everything what need a manual reload for the next bullet is without permit. For a pistol or semi Auto you need a permit. This include a psychological test and a reason to get it - home defence is a legal reason.
When you say home defence as reason they have to give you the permit as long as you don't fail the psychological test or not a well know criminal. Then you can carry the gun at your home and to the shooting range.
Hunting, collector or sport shooter are reasons too.

Quite harder to get is a permit to carry a loaded gun in public.

Frankly your gun laws sound considerably less burdensome than Australian ones.

Also the entire operation screams globalist false flag - there are a huge number of inconsistencies with the story. His actions ultimately helped the other side. False flag in terms of agents certainly aiding him and the operation - he himself probably did the shooting and I think he wanted to pay the price for it anyway. He will be out in a couple of years and may be off on a private island for a bigger payoff.

I don't see how these numbers are realistic for the US. Islamic Immigration is about to be shut down with Trump's ascension. Also we can't be sure if Trump will increase American birth rates or not. Trump is a wild card.

A man like Brevik got a good kill count but he hasn't been at the top of the pyramid of power. He could become the new Horst Wessel I guess but that's just speculation on my part.

He will not likely be remembered by the general populace probably a decade from now unless there are efforts to be made to lionize him and make him look even better than he has. That doesn't seem likely to be done by the mass media or old media.

That being said if the socialists can use his actions as fodder he may be remembered for awhile. That's my guess.
