You don't create a no fly zone or buffer that could piss off a massively powerful nation ( Russia) ally. Syria's government is an ally of Russia. Russian forces are deployed in Syria. Imposing any kind of zone would not be wise especially if it violates the sovereignty of a nation which has a powerful ally. Peacekeepers are a 'buffer' between opposing forces. There would have to be some odd wizardry to impose a ceasefire between all opposing camps and then hold them apart from each other for any reasonable length of time.

It would have to be a great group hug agreement to make such a zone viable.

Speaking of Bosnia-Kosovo-Albania, that will be impossible too. Why, you might ask? Two reasons.


First of all, there are plenty of non Muslims still in that region, who control a compact territory, especially in Bosnia. Not to long ago, the Serb Republic in Bosnia held a referendum (despite international pressure), in which almost everyone (90% of people) voted in favor of secession. Local Croats tried that in 2001, and failed (thanks to SFOR). They will not next time, let me assure you.



Second, if you want a Caliphate...you need people. Lot's of them. And the TFR of Muslim population in that area has fallen so low. Despite all the fatwas from imams, pleas from politicians and so on. If you are hungry and without a job...you can't have children.
