"If you publicly accuse someone," he said, "and don't follow it up with a responsive action, that may weaken the credible threat of your response capability."

President Obama will ultimately have to decide whether he will authorize a CIA operation. Officials told NBC News that for now there are divisions at the top of the administration about whether to proceed.

Two former CIA officers who worked on Russia told NBC News that there is a long history of the White House asking the CIA to come up with options for covert action against Russia, including cyber options — only to abandon the idea.

"We've always hesitated to use a lot of stuff we've had, but that's a political decision," one former officer said. "If someone has decided, `We've had enough of the Russians,' there is a lot we can do. Step one is to remind them that two can play at this game and we have a lot of stuff. Step two, if you are looking to mess with their networks, we can do that, but then the issue becomes, they can do worse things to us in other places."

A second former officer, who helped run intelligence operations against Russia, said he was asked several times in recent years to work on covert action plans, but "none of the options were particularly good, nor did we think that any of them would be particularly effective," he said.

Putin is almost beyond embarrassing, he said, and anything the U.S. can do against, for example, Russian bank accounts, the Russian can do in response.

"Do you want to have Barack Obama bouncing checks?" he asked.

Former CIA deputy director Michael Morell expressed skepticism that the U.S. would go so far as to attack Russian networks.

According to documents leaked by Edward Snowden, the CIA requested $685.4 million for computer network operations in 2013, compared to $1 billion by the NSA.

Retired Gen. Mike Hayden, who ran the CIA after leading the NSA, wrote this year: "We even had our own cyber force, the Information Operations Center (IOC), that former CIA director George Tenet launched and which had grown steadily under the next spy chief, Porter Goss, and me. I have no doubt Clinton has said some terrible things, but I still feel like these guys are click baiting us by talking about this n***er video. I don't believe they have it. Would love to be proven wrong.

I watched Michelle Obama's speech about Hillary on CNN on a waiting room, I notice hw the audience sounded like a 20k, or 30k people cheering, I am sure Hillary's team technical team of CNN itself is using fake cheering sound like they did during the DNC convention.

Even if they turn out to be nothing but hot air, these threats of leaks and videos must be thoroughly demoralising for the Clinton team.

How many of them have been stuffed into "fallout prevention" teams for videos and leaks that might never materialise? How many of them are dragging their heels thinking that in a weeks time all their work will be for nothing anyway?

These threats are not without merit, even if they disappoint in the end.

This may sound like a conspiracy theory, but it's interesting to think about because I had suspicions about Justice Scalia's death.

Am I the only one who is struck by the crudeness and unprofessionalism of these emails? I live and work in the DC area and working in government contracting is pretty unavoidable. If I or anyone who I worked with no matter how high up the chain wrote or talked like that at work their careers would be over.

These emails really seem to be an indicator that the DNC, Hillary's team, and the Dem leadership in general think that they don't have to follow the rules that the rest of us have to, regardless of the legality of the actions that the emails document.

Assuming these emails continue to be released until election day, I'd say there is an outside hope that Hillary won't win enough in Northern Virginia to take the state on election day. Too many federal workers will be upset by her and her team's arrogance to show up to the polls.

While I don't know what is real anymore and can not trust the MSM, the whole thing still stinks to high heaven.

One thing that keep raising a red flag is the autopsy issue where Justice Scalia was cremated. Keep in mind that he was a devout Roman Catholic, which from my understanding that the cremation of Scalia is quite unusual. From what I read, Scalia objected to the Second Vatican Council which lifted the prohibition on cremation. I read somewhere about Scalia would go out of his way to look for parishes that observed the traditional Latin Mass.

Therefore, it just doesn't make sense as to why a guy who was strictly a devout Roman Catholic would ever want his body so quickly cremated. Would any devout Catholic would ever want his body cremated that went against his traditional faith? The prohibition against cremation is supposed to be one of the strongest within the Catholic Faith.

By cremating his body, any chance of autopsy is now just impossible. This is why his death is very suspicious.

Edited: This video is a good example of why the whole autopsy thing didn't make sense.
