Nah, I think it's more likely to see mass objection from militaries and police forces than willingly turning on populations when they're of the same people. In opportune conditions, the US military and EU forces go revolutionary at roughly the same time. Mercenary forces of various stripes will always be a threat.

The part that bothers me, and where the analogy kind of breaks down, is that the cells you speak of are independent, fully aware individuals. The parasite needs the buy-in of those individuals, and far too many, perhaps the majority, are all too eager to give that buy in. I find the readiness with which "our people" embrace self hatred and the worship of weakness to be disgusting and contemptible. Ditto for their proclivity to be indifferent to crimes inflicted on their own people while being outraged about the most trivial of manufactured slights against other tribes.
