This probably means massively raising the foreign income requirement for permanent residency, as Mexico did a few years ago. The effect of first-world immigration to the third world is a huge net plus for the local economy, providing tons of jobs for locals. The immigrants in Cuenca are apparently retired people with healthy savings/outside income, so not taking local jobs. However, I wouldn't be surprised to see subsidized health care cut for foreigners. It will still be cheap by comparison.

I think a lot of girls pick weaker men because they believe they won't cheat on them and/or leave them. With the main difference that they are more like well-off Chinese immigrants in the US and Canada. They do cause havoc in the property market, but of course they generally bring money into the economy. Ecuador just needs to find out how to use that extra cash and provide some additional housing for the poor who get squeezed out of the property market. This can be done easily enough - they just need to go to some European countries who do this, but again they would not be Ecuador if they would do this the smart way.
