i think the problem was you gave her vague direction. I've had more success with specific things like "heel and a dress" b/c it takes the indecision out of the equation for them.

Saying "something sexy" leaves a lot of room for interpretation and can create the feeling she is about to be judged based on her choice.

You have to tell them what to wear; "Remember, heels and a dress or skirt."

This is better over the phone, but can be done over text as well (anyone surprised I said that?).

I've been caught by plenty of security guards and police either in the act or just after/before and it's been a bummer but it's never been a huge deal. They just verify you're not doing anything worse and that the girl is not there against her will and of legal age and they tell you to get the fuck out.
