9 out of 10 they are just creepy guyS with low to no social skills and social intuition. Like this paki guy, you are already of a race that is under scrutiny 24/7 why would you post on internet videos of girls you have banged? In a way I think he was just asking for troubles.

That being said it is a very worrying thoughts that police could arrest you for chatting to girls. Like can they arrest those people selling shit on the street?
