In my experience it's enough attraction but not enough comfort/trust/rapport built if they're making out but flaking afterwards. In the moment they make out because it's fun. I think it's a different time nowadays. Because it's safe and fun. You don't have to confirm because it's just a makeout. Don't take it personally. Girls want to be stimulated when they go out. They'll make out with multiple guys sometimes. It's just their nature in the west.
