I'd guess that social circle in Lebanon is king, and that without one, breaking through is difficult but not impossible.

That happened in the 1980s when Lebanon was almost as bad as modern-day Afghanistan -- modern day Lebanon is fine for Americans. I also saw Lebanese women in booty shorts riding in buses next to hairy mullah looking dudes without anyone caring.

Conversely when I went to Israel I met maybe two or three people who were even basically polite -- the majority of the people there were complete dicks. As a brown person I got pulled over or fucked with all the time, even my Jewish friend got a ton of shade and random questioning since he flew in via Dubai.

What do you mean "leveled"? When Israel went into Lebanon the country had been at war for almost a decade already, a war started by muslim arabs with the aid of the soviet communists, and Israel did so because the Palestinian arabs kept attacking Israel, but still, they never "leveled" Beirut and much of its infrastructure, you can thank the muslims for that, Lebanon was peaceful and modern until muslims did what they always do, destroy, oppress and just make life as miserable as possible for everyone.
