What makes the women there better than the rest of Russia?

It's a combination of Siberia (so they are a bit less snobby) and the fact that Irkutsk is considered a bit more sophisticated for that area, but the local economy sucks. The girls are cute and bored, and the available men are poor drunks. But it might just be a matter of taste...I hate girls that wear a lot of makeup and try to be model thin. Give me a sweet non-feminist 20 year old college student any day.

Irkutsk is a boring city, girls probably want something to do instead of partying with poor drunk gopniks. no doubt a foreigner can clean up in a week. Tyumen is a growing Siberian city that has some potential.

Not really. The sex ratio at birth is in the world average (1.01 males/females). Cool info. Where did you get the birth ratio data from? I am genuinely interested in exploring this subject. I say that there are more women than men from personal observation. These are some places where I go and notice more women than men: cafes, restaurants, supermarket, mall, bars, metro.

In most of Russia you'll feel like there are more women in that 18-25 age bracket due to national service, if you're in a place when the soldiers have leave then suddenly it changes back to normal and will feel sausage fest like when going out because the guys are all back in town and keen to have some fun.

I've also experienced that in the smaller cities the ratios are much more favourable, my personal theory is that a decent percentage of the guys who leave on national service never return and instead stay in the bigger cities.
