Yes, a dishonorable discharge is usually akin to a felony. That’s why the question is asked on federal and state gun applications, and why they ask on employment applications usually in the same area where they ask about felony convictions. The FBI should have had a file on the idiot, and he probably shouldn’t have been permitted to buy the rifle.

For that gun, I doubt it Repo. I could be wrong though. If he did, that loophole would be closed with the quickness. There are black market sellers for those so I would not advise we overlook that. There are cabals of white dudes with felonies that sell stuff like this out of basements and trucks. That's where your skinheads and biker gang members buy their gear from typically. Arizona has a big problem with that for example.
His gun might be full auto which means he likely didn't get it at a show.
He may have bought lowers from a shady seller as well and gotten the AR from somewhere else.

Last time me and some buddies bought one at a show we had to do the paperwork. It's faster because we have CCW but we still had to fill out the top portion.
