You see that more with Southern European men (Italians, Spaniards) who may actively target American tourists for easy sex. In other parts of Europe, American girls are mostly invisible unless she's genuinely hot. They get far less attention than back at home.

Any American girl I've met while traveling has been great the first 2-3 times but then you know what to expect and go for others (feminine locals). Girls from the south tend be better looking in my experience. They love accents.

Specifically not interested in American women, who have different attraction buttons than the local girls and so are not easier for the local men. There's no point for those men to work harder for American girls. American men have a really specific game to get their women, but foreign men, outside of chatty/clown Mediterranean men, don't. Some analysis about the game of the guys she described: German guy that got sex literally after what seems to me no more then 2-3 hours of time with her was what stuck out to me the most out of all the guys. He was jacked ("chiseled" was the specific word the girl used to describe him) and seemed to realize his value and knew that since he already had demonstrated value by merely being fit, he didn't have to spend time building attraction in the beginning. Instead he was aggressive right with touching ("We sat with our feet in the water and he moved closer to me and kissed me.") and then straight up asked for sex right away, which he got.

The other guy she talked about having sex with, the Portuguese, on the other hand had to invest a lot more time and also had to put a lot more effort into displaying value and building attraction, taking her on a motorcycle ride and then a coffee date by the beach followed by hours of comfort building on the roof of her AirBnb. She didn't mention anything about him being particularly handsome or chiseled so I'm assuming he was just an average looking guy.

In both cases, the model of attraction is pretty much the model that has been put out by Mystery and Roosh in Bang, with each guy making adjustments to suit his own characteristics: German guy didn't really have to spend time building attraction and comfort since his physical characteristics already did so much work, so the only thing he had to worry about was to keep escalating. The Portuguese guy had to invest more time in attraction and comfort via stuff like the motorcycle ride, as opposed to just sitting in a pool together which is all the German guy had to do. There's lots of talk about game being completely different these days but I don't really see how the rules or principles have changed. Once I attended an international business and intercultural communication program in Europe - class was half American students, half Swiss, and a small sprinkle of Italians.
