Is Bitpetite a scam?

Is Bitpetite a scam?
Anyone familiar with Bitpetite? Someone recommended it, but web searches seems to indicate it's a ponzi scheme

It's not a ICO, apparently it's some sort of bitcoin tumbler that is promising investors a daily return of 4.6%

I know nothing about it but any time I see such a huge returned promised like that it has been a scam.

My key to a good return is just sticking with buying Bitcoin on the dips (when it goes -15% or more) and selling it when it goes back up.
