Yep. OP asked if you call a local lawyer or a lawyer at home, and I say lawyer at home to interact with the embassy and get me a vetted local lawyer if need be.

I'm not about to roll the dice on a lawyer I saw on the side of a Lima bus bench for this one.

This is an interesting scenario. Lol.
Most average state-side lawyers are not going to have an idea about the nuances of another country's specific laws. They certainly can make recommendations for an international representative for you and perhaps help with consulates and embassies.
My company has lawyers that could assist me, but not everyone has those rescourses.
I guess if I were going to be abroad to live for an extended period I'd want to research a little about basic legal procedures there, maybe at least know who I might call in case of getting into a jam, not specifically the OP scenario, but any thing that might require legal help beyond greasing the constables' palms.
