This x100. The root of this problem is that North America is built around the car. They're used notoriously inefficiently for their potential, and in many places you can't even buy bread without getting onto a highway. With the exception of a few major centers, public transit is reserved for the poor.

For a huge number of people, going out for a few drinks, then coming home in a cheap, legal, efficient way is impossible. Contrast this with much of Europe, where cities were designed around walking, and pretty much every neighborhood has a local pub.

As discussed in the various Uber threads, taxis can be unreliable, and are unjustifiably expensive for what they are. A piece of machinery that costs $25 a day to rent, a driver making $10/hr. A few dollars for gas and insurance/hr, put them together and it's suddenly worth $200 an hour? as much as top shelf medical talent? Uber is helping, but not available everywhere and met with considerable resistance in others.

What they should be doing is giving people realistic options instead of trying to legislate it away, because you'll have great trouble legislating human nature. It's like places in the south which think that by not providing condoms, birth control, or abortions, people simply won't bang. It may have a marginal effect, but largely people will do it anyways, hope for the best, and the rest of us are left to deal with the urchins they produce. Hell, you get murdered for being gay in the middle east, but I'm pretty sure there are still dudes banging there on the down low.

I have little sympathy for people who don't take driving seriously (drunks, texters, women, even people who eat) because they put everyone else at risk. While lowering limits may have a marginal effect (and raise revenues for the state), it doesn't actually accomplish what the true goal ought to be, which is safer roads.
