Seems like the guy is in the clear - Oregon has pretty strict hands-on laws regarding shoplifters:

I guess the laws are sufficiently lenient for them in Oregon that it pays for them to hire loss prevention teams like him who catch a few shoplifters as a form of deterrent. And obviously they are specifically trained and are expected to use force for detention.

Frankly this may actually work because some of the crack-scum will think twice before shoplifting at RiteAid when there are easier targets.

So it is safe to say that the guy is safe at least there as he was hired to do exactly that.

Though to be honest - Going Strong was upping her by a few points, but he is right about some things. It is doubtful that she is a drug addict, just a deluded poor woman who has seen too much girl-power-feminist-movies. Drug addicts usually whore themselves out for cash until they look so disgusting that they cannot get any decent price on the open market. While she is more a 4-5, she likely can get solid hooker-dollars.

Middle & upper class girls shoplift for kicks and adrenaline, but this does not look like that either. Still - her reaction is typical for the Millennial Victim-Complex-Feminist crowd out there.

This is just the best and very old form of punishment for females. Should be applied for cheating girls and all of that. I am all for this kind of punishment. No reason to destroy her life for shoplifting, prison is too much for some petty crime, but she should not be going off easily unless she is able to pay her way out 10 times over. If she can pay a minimum fine, then she can go. Otherwise shaving off her head is a good punishment for any woman.

That's right. An equivalent punishment for a man would be whipping - also something that eliminates need to go to prison for small crimes.
