IOI: Girls smirking during eye contact?

IOI: Girls smirking during eye contact?
Hi,

This might be trivial, nevertheless I did not find any information searching.

When out in public (grocery store, walking on sidewalk etc), I sometimes experience girls/women (basically all ages) smirking at me. I usually lock my eyes, however I dont smirk or smile, and oftentimes I will catch her smirking at me. Then she looks away and we passed each other. Is that a major IOI or just an act of "politeness". What are your experiences on this topic?

They just show their stupid yellow teeths, while I talk to them.
