You could do it in one pass if you put your mind to it (the lighter fluid would probably evaporate before you could get the fire-sticks to it).

A small amount of home made sticky napalm on a piece of craft paper would do the trick, ignited with a pull-cord that combined a small amount of potassium permanganate and glycerine. The pull-cord could be stiff enough to carry the paper but loose enough that when the napalm stuck to the flag you could accelerate the drone upward and yank the detonator.

I swear, this "exhibition" is one of the most entertaining bits of comedy to come out of the Trump presidential win. I like the drone idea. Helps mix it up instead of just stealing the flag.
