In terms of percentage, Ostroh.

I was there a while back(female-related) and despite the fact that it's a tiny town, the majority of the population are students. One of Ukraine's best schools is there.

There's a city called Torez in Donetsk Oblast, population of 58k, allegedly 40k of those are under 21 year old female students.

that city is in control of the Donetsk People's Republic... You can also go for yourself and make a data-sheet. Now, that was real talk.

Vinnytsia is a large student city in Central Ukraine. Kharkiv is good too.
