Per the latest Weatherbell winter forecast: Colorado is going to be warmer than normal and have a lot less snow this year. All the cold and snow will be in New England and the Mid-Atlantic states.
California though (northern) is going to get soaked with rain and lots of snow in the mountains. So some good news for the people in CA... no more drought.

In addition to the other replies (expense, frailty of the system etc) there are a lot of places where it is just too cold for it to be even remotely effective. I used to work for one of our national railroads in the Great White North here. At the switches (the remotely operated points where the train line could be switched from one track to another) there would be either blowers or heaters (propane fired). The heaters were effective in the mildest places like Southern Ontario, where temps never went too far below freezing; the wet snow melted easily and ran off, as you suggest.
However in the much colder places (think of every Winnipeg joke you've ever heard) running the heaters would have the effect of simply melting the snow in a very small area in front of the exhaust, which would promptly freeze and encase your switch in solid ice. The effective solution there was to run the cold air blower which would simply blow the loose snow out of the mechanism; at colder temperatures the snow is drier, and rather than sticking, it blows around freely.
I would caution against too much of this 'heated road' talk; some Swedish femynyst might get wind of it and demand it be implemented because, you know, sexism. It's not like they'll be the ones trying to build it or paying for it.

At first I thought Gender-neutral Snow Removal meant more women would be shoveling snow. SLICK, right?
Instead its to prioritize sidewalks over streets so women (who statistically walk more than men on the sidewalks) wont slip and fall at the expense of anyone driving including emergency services. Nevermind who may have died on the way to the hospital. Because VAGINAS!
What i dont understand is how some idiot in Stockholm thought this was a good idea. I have one. Hand over the keys to Sweden. You MoFo's just aren't cutting it anymore.

Heated pavements exist in a lot of ski resorts. For example the village I have my place in, the pavement (sidewalk) outside the mayors and the tourist office have heating. No build up of ice and no standing snow.
No doubt you could do it on a larger scale but it would be expensive.
They clear A LOT of snow here where I live. The order of priority is roads, then everything else, because you need the roads working to get all the other infrastructure going and so people can get to work. Sidewalks are last because they are the least relevant in terms of getting the village going after a big dump of snow.
Feminised snow clearing sounds rubbish.

I had been wondering about that too, so I looked into it, and apparently, It takes a surprising amount of power to run heating elements to melt snow. But with that said, there are bridges that employ heating elements like that
It would be amazingly expensive to run, yeah, and there would be all kinds of issues with drainage when the top several feet of ground was frozen. Lots of potential problems and it's just not worth the bother. They don't need that anyway. Just get the plows and salt trucks out at 3 AM and the roads will never be icy to begin with. It very rarely gets cold enough in Stockholm for salt to stop working, and if it does, the ice isn't that slippery anymore.
As to the gender equal plowing policy... these people are clearly mentally ill. They think they can rewrite reality by passing a law, and that is insane. What more is there to say?
I think Japan has heating elements under a good chunk of its roads. If you do it before hand with a basic simple system it isn't all that bad, Japan has lots of paved surfaces where runoff gets channeled on to as well.
In the USA in some older cites that still got the old steam channels under the streets before HVAC was wide spread you would get the same effect. The man holes would shoot out excess steam pressure and the roads would catch enough of the residual heat to melt light snow fall on contact.
Lots of folks plop down the cash and get for their driveway's as well. Technology is more than common it is just a matter if you want to eat that upfront cost which can be steep
You could get away with a basic ass system using steam or geothermal. But since nobody wants to pay for expensive upfront costs to install that you get shitty salting and plowing. In Canada it is much worse as we get cold enough that the concrete warps and cracks each year. They just keep doing the same system even though it still barley manages ice and you get pot holes every spring but places just to cheap to make that intial investment.

On sinkholes does that have more to do with soil fitness ? Japan on fault lines and ha's soft soil shifting all the time. Your not getting that shit here in many parts of North America.

Re: sinkholes, they happen naturally when a natural cavity forms underground, and the bridging material suddenly gives way. Like if you have limestone or marble bedrock that erodes away over time, the cavity itself might be there for thousands of years without opening up, but once the failure starts it happens very rapidly. Sinkholes aren't rare in the US and Canada, they just usually don't happen in cities.
Sinkholes can also happen when there are mines or excavations underground, and they have some kind of structural failure. Or if you have a water main break, that can wash away a bunch of soil under the road, and the road will collapse. That might be what happened there, actually. It happened in the next town over from where I live just a couple months ago.
Anywhere you have significant salt deposits or carbonate bedrock you're bound to get sinkholes.

Most time the reaction from feminists is just a nervous laugh, or a smirk and 'yeah right'. Or the beloved 'we could if we want to!'
This is what I find so great about this, the feminists tried it, and not only could they not do it as well, they were so bad that they shut down a city! Actually this isn't what happened, many users thought the same but were corrected upon entering the thread.
They didn't get women to plow the roads, they reduced the priority towards ensuring only roads are safe for drivers (mostly men) to have more safety on the pathways for pedestrians (mostly women).
