I saw chicks with those on in Bahrain and some other places.

Those things just hang off the head, they are leather, and are purely decorating. Its called a balloota or something.

No they are in fact made of metal originally it says in other websites, it's probably some kind of status symbol, rich women probably had theirs in gold in the past. It's quite possibly leather now or pearls.
