How long have you been there? That is not a surprise. Gay flags are all over the French Quarter as well. I see people like that everytime I go there, but I will say that each time I go, it seems to look progressively worse. If you study the history of NO, homosexuals and transexuals were common there in times where stuff like that was extremely taboo. See that link to get an idea of what I mean.
