I have very rarely asked a girl verbally for a head. Asking verbally is kinda like asking a girl if you could kiss her - you don't ask her you just go for it. I'm not sure of the age of the girls you are talking about, but this has happened to me when I was like 18-20 then after that all girls have loved giving head.
