The list below isn't going to instantly get you that one girl (nothing will), but it will get you girls like her later:
1) Stop getting drunk or high. Slightly buzzed on special occasions is ok, but my guess is you know these things aren't exactly working like the "liquid courage" and "friendly weed" they're supposed to be. When you go to parties, have fun by talking to people rather than doing these things. On beer pong, for instance, chat up girls and guys while watching others play, rather than getting drunk by playing it. Obvious topics: the beer pong game you're watching, classes, people you know, and campus events.
2) Finish reading Bang and Day Bang.
3) If you can get away from your college area, approach 100 girls there. If you can't get away, join some campus groups that interest you.
4) In situations where you can make small-talk, do it, like if you're on an elevator with other people.
5) Start lifting and eating right by getting informed - you're almost certainly skinny. I personally went with the book "Scrawny to Brawny" since it teaches you how to lift AND eat (diet is roughly 50% of lifting results).
6) Dress better, if you haven't already. I personally went with the book "Details: Men's Style Manual." This change is probably the easiest bang for your buck on this list, especially against your hoodie-wearing competition.
7) Hopefully you majored in something that's going to get you a job beyond Starbucks barista, but if not, look into the military. Get that money. (Not necessarily for the girls, but because putting a bit of distance between yourself and starvation/homelessness is always good for your Game).
Expect all of the above to produce results only in about six months to a year. Do it right though, and with your height, girls like the one you're thinking about will be in your grasp.

7. Well im still going to college right now and im majoring in communication so there are alot of different options from that major i believe.
But would you have said something to try to swoop in and remind her of when we made out and stuff at a party?

On 3, outside of it. Unless your campus is huge, if you do this on campus, you'll be approaching girls who you'll run into at various college events. Awkward.
On 7, quite frankly, I think you're going to be painfully surprised when you actually start looking for jobs, and especially the associated compensation. Computer programming, accounting, and engineering are where the money's at (and the military will pay YOU to take their training).
This decision will affect you financially for the rest of your life.
As for the girl, the first answer is to forget about her. But if I were you, I would've casually walked by her and the other guy, then turned around and act surprised to see her, and then joke, "Hey, I know you! We made out and then you disappeared on me! I'm not a piece of meat, you know!" (Classic flip-the-script)
Now forget about her and go build yourself.
