I am currently in Milan and there are a lot of attractive women in town I see always when I am in the streets. I look around and I get a lot of looks as well; my problem is how to approach on a street. Anybody knows Milan knows it's not really where guys approach on the street and is not expected. This is a challenge also an opportunity the way I see it. I just want to develop a good strategy so it doesn't seem too creepy or intruding neither I want to be seen as a dumb tourist who can't use his phone for maps/directions. Want to
Develop casual natural no pressure approach style. Any suggestions? Experience?

Target is locals +foreigners in town (a lot of models in fashion industry)

If you are not an Italian just approach with a 'where is x?' or 'I need help finding x' bla bla bla...In my experience Italian women are generally open and friendly in these circumstances, as long as they speak English. But I know Milan is a difficult place to grab attention so I would use the 'foreigner in town' vibe to get into first ineractions. Good luck!

Do you speak Italian? Without it Milan is going to be one hell of a struggle.

Yes speak Italian at basic conversational level, also speak near native Russian (good with models) and English (almost anybody)

The problem is don't want to be seen as a dumb tourist who can't use his iPhone for directions; as far as I see Milan is good just speaking English, as there are lots of people around from everywhere; a lot of times I ask things in Italian but get responses in English.

If there is anybody in the forum up for game, some practice (day or night) I'm up for it, just for the fun of it.

Why? Don’t overthink it, it doesn’t matter how you stop/approach them. Women in city like Milan have to deal with beggars, rose-sellers, vu-compras and so on every day, so it’s good to sneak in under the radar as a harmless tourist.

Just have something other lined up as well. Something like: so, are you from Milan originally? Many are there just for work, so there is something to talk about right away. Or: you don’t look very Italian (if that’s the case).

As stated above, no valid reason to shy away from asking for directions to other people. Would you make it a big deal if you were to ask to a 65 year old grandma?

Consider doing the London day game model. It's direct, but it works well in a lot of places in Europe. What I like about is that you don't have to worry about transitioning from where the coffee shop is to getting the number.
