From my experience english girls win hands down.
They are chubby with a poor skin complexion and with below par facial aesthetics.
London is the exception because there are lots of foreign girls

Anyway if you wanna go to a city full of gorgeous chicks come to Milan (my city).
It's been years I live here and I'm still not used to the sheer amount of bombshells present it this city. It's just ridiculous.
Milan is for models what Los Angeles is for actors. If they wanna try a career in the sector, they need to come here. I even have them as neighbors. A very big part of the entire economy of the city revolve around the fashion industry and there are more girls than men.
The problem is that, Southern Europe is neither East Europe nor North Europe. You can give it a try though....
Moscow and Kiev are other good choices but you'll find high maintenance kind of girls for the most part....

How are other areas of Lombardy, like Bergamo, Brescia, and Monza? I seem to do unusually well with girls from that part of the world for some reason. Grazie per l'informazione.

Naples was great when I visited three years back. Then again as a young buck visiting a place for the first time always makes it glow.

Monza and Bergamo are very close to Milan. Girls from there usually come here after finishing high school to attend university. Brescia is a bit more distant but since there aren't big universities there girls will usually come here.
I absolutely wouldn't advice to go to "small" cities in Italy...the smaller the city the closer the mentality of the girl.
Furthermore in small cities girls tend to stick with local guys and aren't particularly open to meet people from foreign countries...Milan, at the other hand, is the opposite. I believe even black guys can get results here if they have game...and this is uncommon in Europe.

I would say the UK.
I have not been to every country in Europe. Probably about 85% of them. But I would still say the UK
