If you like blondes, the first choice is anywhere in Finland. They are easy, cute and meet all of your criteria. Helsinki is of course the largest metropolis with the greatest quantity of talent but Tampere is great for the college scene and hitting the bars at night.. there are more girls than guys. Ill throw out an odd suggestion; Freiburg, Germany. Its a college town, plenty of blondes, almost every girl is petite. Most people speak English because of the relative youth of the town. If you are headed there June-September the weather will be really great, almost tropical. Its pretty cheap, especially for Germany. Meals will cost you about 5-6 euros a pop if you eat out 2-4 if you cook yourself. There are lots of bars and clubs were you can meet girls, and because it is a college town almost everyone you see will be young.

Outside of girls its a very pretty city with some decent sights, great hiking and solid beer. Worth spending time in.

Couldn't really tell you. I'm 21 myself so not something I ever dealt with; I guess it depends on how you look. If you look young than you should be ok, even then there are graduate students in town as well so people might just assume that you are getting your masters or something. I did see German girls dating older guys but I'll defer to some of the German posters around here to drill down on that one.

Its more westernized than say Eastern Europe where according to a lot of guys here girls don't mind too much of an age gap. It will likely be more of an issue than it would be in say, Ukraine.

Couldn't really tell you. I'm 21 myself so not something I ever dealt with; I guess it depends on how you look. I can chime in on the city having lived there several years:
- 5-6 €/meal only in the very cheap Chinese places. If you go to a good restaurant you will pay between 8 and 12 €.
- weather is great
- August/September and the first 3 weeks of October are semester break. Less pussy in town.
- Less blondes than in Northern or Eastern Germany.
- At 35 you will stick out in almost all venues with hot young (18-23) girls. Older people congregate at certain venues and don't go to normal clubs. Could be no problem if you look young and are in shape
- People are more uptight in general

Vienna/Austrian chicks seem to be quite casual at least the ones I met during vacations.
