April to June is considered Sumer there, meaning very hot and humid. School is off so a lot of middle class girls will be off and looking for romance.

I suppose it depends. Mid March - Mid June are our summer months. If you aren't used to the tropics, it will be sweltering hot and humid. If these things are alright with you, as I'm not sure what your background and budget are, then this will be a great time to visit. The waters will be a bit more pristine, the weather won't punish you with typhoons, and Filipinas will be less busy with school and what not and in a more outgoing mood. Summer typically has more fiestas and festivites to check out. And if that's not your thing, then take a mini trip to Baguio, Palawan, Subic or even the touristy Boracay.

I am in the fortunate position to be flexible with time as well as with my budget (as long as it's reasonable). The only thing left for me to figure out is a good place to stay. The maximum length of stay per visa is 21 days afaik; so I would be staying the full 3 weeks there. Just need to find the right place, should be somewhere where everything interesting can be reached by foot or short trike, so I guess somewhere more central might be the right place. Any ideas?
I'd be flying from Europe btw.

I was in Cebu city last year at about April. It was pure sunshine and about 30 degree celsius. Amazing weather and amazing girls. What do you want more?

I'd aim towards staying near Ayala, best combo of overall location and a good mall for dates/daygame. You could stay near SM City as well, but its a bit more remote from the club stuff if you're into that. I wouldn't myself want to stay near Robinson's as most of it around there is a P2P shithole.
