I've only been to Miami once for a week, NYC many times for a summer and some weekends. In the summer, NYC's one of those cities where you wonder 'why doesn't everyone live here?' then winter rolls along, and you say 'oh. I see.' If you're ever going to spend an extended period of time in NYC, it should be in the summer. Miami, as a 'tropical' city, will be awesome year round, but I'm not sure the ceiling's quite as high as for an NYC summer.
Two more points: NYC most definitely has a wider selection of flags, and I would think you can get more web dev/design connections in NYC than Miami.

New York can be dead in the summer, at least on weekends. White people and other try-hard young professionals try to get away on weekends - which means Thursday night/Friday morning until Sunday evening. They party in shit clubs in the Hamptons or in New Jersey. Immigrants and people like me are left behind.
A lot of companies operate on summer hours - work extra Monday to Thursday, and take Friday off (while remaining connected by email).
New York is kind of lonely in the summer, in a way. Weird, isn't that - you'd think the most diverse, happening (in some ways), beautiful city in the U.S. would be bumping on a Saturday night in July. I'm often twiddling my thumbs at work and elsewhere.
Students give up their apartment leases in July and August so the apartment selection is greatest, but so is the competition - students and summer workers are moving in, after all. So you can find the best places in the summer, but you'll face the highest prices. The best time to find a good deal on an apartment in New York City is October 23 to October 30. Or November - the students have found a place, and no one wants to move when it's cold.
In New York in the summertime, the subways are a festering cesspool of piss, poverty, and panhandlers. The beaches are absolute rubbish - the parks are quite nice (parks act as our beaches in the summertime) but there's no alcohol allowed. It's fucking whack. The police generally don't bother you if you drink alcohol in a low-key manner, but the feeling of trying not to get caught sours the mood.
Every American should live for a year in New York City.

Very detailed answers. I was planning on bailing once the cold comes in. I really hate it, which is one of the reasons I'm moving to Los Angeles after I get back.

NYC...Hands down...
You did say your 19 right? Do you have a fake? I can't see how you'll get to fully enjoy yourself in Miami at 19. That said, NY is an actual city with soooo much shit going on. Yes people go to the hamptons or europe BUT that's mainly the more high end scene which being underage will be tough to get into unless you walk in with models. (They won't bother checking ids 80% of the time)
However, NY has way more than partying AND from what I remember the warehouse parties don't CARD. You can go to some cool ass parties in brooklyn. When I was underage even though I was able to slip into one venue...I used to go out in the daytime LOTS OF TOURIST and summer euro interns. Improv and plays always going on. Certain days you can hang in union square and people will be there ALL NIGHT. (Homeless even sleep around 4am)
At 19 there is still webstar hall and pacha which aren't nothing compared to the high end scene BUT from time to time they have good acts.
P.S...If you like hipsters, you'll be able to clean up during the summer. There is always some scenster party going on amongst those circles. Rooftop parties, loft parties, bbqs, etc. Those places don't ID. (generally) What I love about NYC is that no matter what time of the year it is still a CITY. When I think of miami I just think south beach glamour meanwhile everywhere surrounding that one spot is "meh". In NY, if you wanted a change of speed you could take subway to queens and try out all sorts of ethnic cuisine. (Tibet, Pakistani, Taiwanese, etc)
P.S.S...For the past few years MOST of the connectors who go out to hamptons have opted out more and more people stay in the city. HOWEVER, in high end scene you do notice a slight shift, usually around august.

Shit that sounds awesome! I think finding an apartment would be tough though. Do you know any surrounding areas rents in the sub 2k range?

Montreal in the summer!!! The american dollar street.ches your fun that much more. You can legally drink at 18 and rentals will be much more cheaper than the other 2. Since you want NYC or MIA. Well, if u want tropical beaches per se and a warm ocean to kick back then miami. Nightlife all around will be good. New York,if you want to visit museums or hang in other cool boroughs. OR,,,,,,,
Skip all that and go someplace in the Caribbean (Cancun, DR, Cuba if u can).
