Its a submissive gesture, betas usually do this when in presence of alphas as a display of insecurity in their masculinity.

In the vid the white guys were all open armed (space dominance) with chest puffed, classic alpha aggressive stance.

I was surprised the guy actually threw the first punch.

I think both crotch grabbing and the open armed things are signs the guy is beta and probably a pussy. Both are just ways to try to appear tough without having to actually make the first move, because they usually aren't confident enough that things will turn out in their favor.
