Noticed this also. When I get pissed off and disguted. Lately a solid 8 waitress even wanted to buy me drinks to stay with her. No. But I almost always get eye-fucked when wearing a suit and tie.
Even in a not-so-great suit, you stand out when everyone else is dressed as a slob. (Is stealth peacocking an oxymoron?)

I've gotten attention from girls while pissed off or rude, but my results tend to be much more consistent when I relax my face and appear approachable, happy, and social. Even most guys don't go after girls while sober. Girls are more shy than we often think. That's why they don't flirt so much unless they're with their friends or at a party/bar. It also happens more when I'm alone.

As far as clothing goes, it's more important that you feel like a highly desired man. This attitude is on my mind more when I'm happy with my clothing. Girls are most likely to flirt with me after I've already talked to or flirted with some girls and continue to carry that aggressive vibe. They definitely have a strong sense of which guys actually talk to girls.

By the way I have a question for you guys.

I get eyefucked quite a lot when I am dancing (coz I dance good) ,mostly I dance in my own bubble and don't care about others, however when I approach them, they say "no no" and turn away.

At the end of the night, usually I get a bit bored/angry/disappointed, and I move to a place on the floor which is not ocupied, and dance again alone, without approaching anyone.

THEN the eye contacts come again, and some girls come not too far from me.

If I approach again, I get rejected AGAIN!!!

Could one of you explain me this, please?

I don't think they're attracted to you, bud. If you look strange and disheveled, people are going to notice no matter what. I can understand the IDGAF vibe, but if you really look like shit, those looks are gonna be looks of curiosity rather than genuine attraction.

My everyday fashion is pretty bland. When I step it up the eye-fucks triple in number.

In my experience, appearance matters first, then mood in terms of being passively noticed outside of a nightlife setting. Dressing well but not feeling that "aura of power radiance and masculine splender" still elicits eye contact. Maybe not an intense eye-fucked-lemme-gaze-at-him-down-the-block, but still a look. Girls are more forgiving if you've put in effort to look your best, and if you have style, they're not going to ignore looking at you because of your mood. If anything, that dissonance adds flair. Your mood/tired vibe might be a problem when you have a conversation (or not, if you own it).

The positive attention from eye contact may feel good, but there's a fine line between curiosity and attraction. So a girl eye fucks you when you're tired; what are you going to do about it? Can you spit game when tired or do you have to take care of yourself first? I remember getting off a late shift with a pounding migraine a few years back. Sat next to a cute Austrian girl on the train, head buried in a book. No eye contact, but I tapped her on the shoulder, said "Excuse me", and the wheels were in motion.

I do better when I approach, not when I fish for eye contact. I used to fish for eye contact and girls would turn their heads. Makes sense, gives off a needy vibe. To hell with it, if you like what you see, approach. No need to wait for her "eye approval".

That last point makes a lot of sense. I definitely do that shit too much.

I remember going to go to an outlet mall with dirty pants and a baggy, wrinkled shirt. Seen 2 party looking girls walking as I'm going to my car and asked where the bud was. I don't remember exactly what was exchanged after that, but started kissing one of them on the side of their car while touching on her friend. I should of tried to fuck them then and there instead of getting the number.
