Interesting that he's on the hook for child support because "he may have been her lover" even though both parties seem to say that was not the case.

Which pretty much means, "We assume you're lying" even though the state should have to prove he was her "lover" if they are going to come after him.

What if he fucked them? What if they merely blew him? What if they paid him? Come on, there are millions of babies born every year. Every deadbeat dad claims that he was merely a sperm donor, and every crack-whore mom says he promised to love them forever. We don't have the court resources to sort through all these cases. The kids need support, and it is efficient to hold both parents responsible. If you don't like it, then don't raw dog, and definitely don't deliver cupfuls of sperm to anybody.
