I have two sticking points lately:

When to start touching a girl? Should I wait before she touches me to prevent showing interest or should I start touching to show interest?

Who has good resources about talking emotional vs. logical? Any good examples or material?

Immediately. When meeting her the first time, shake her hand and briefly touch her forearm with your other hand. It's called "the politician's handshake".

I generally place my hand right behind her elbow as soon as I begin talking to her. Handshake optional.

I just came back from the beach where I met a girl, we lied on a towel together and touched each other a lot (30 minuts after meeting). Aftee a while I went surfing and wanted to kiss her lips but she resisted. Maybe because of her culture (German) they don't do that in public that much.
Did I fuck up now? Can't wait to see her again tonight at the beach and apply some new tactics (almost kissing , keep flirting until she cant resist anymore).

Any tips for tonight?

Eel's right. The earlier you can break the touch barrier, incidentally, the better. Having a 30+ minute conversation with a girl with ZERO physical contact whatsoever, will make that first physical contact that much more awkward/weird for both of you. You want to make touching her and her touching you to be as normal as possible. You're just a touchy feely guy who touches everyone.
