There is some truth to this, but calling it female entitlement is a bit misleading. This guy is a Republican political operative, telling other Republicans what they want to hear.

Yes, you have some black woman who felt entitled to government assistance who voted for Obama. You also have old white people who feel entitled to big payouts from Medicare ad Social Securty who voted for Romney.

You also have farmers who feel entitled to crop support and protective tariffs. You have workers in the defense industry who feel entitled to their jobs making unnecessary weapons systems. You have Wall Street assholes who feel entitled to their half-million dollar bonuses from selling securities of questionable value. You have some 23 yo with a humanities degree from a fancy college who feels entitled to an important job because he went to some fancy college. The list goes on.

America is a funny place in that a lot of our collective net worth is founded upon real technological and economic achievement, but some of it is founded on bullshit promises that we've made to each other over the past several decades. And instead of trying to dig in and sort this shit out, our politicians choose to feed us bullshit and continually point the finger at the other guy. Even that would not be so bad if people were able to see through the charade. Unfortunatley, lots of people choose to eat the bullshit up with a great big spoon.
