I don't know why nobody has mentioned this, but female arousal is based far less than just physical cues. You can get a girl very wet without touching her, in fact, it's probably more so the case. As others alluded, she may be DTF but she may not be truly aroused if she's dry.

Figure out why you're not turning her on first before you try sticking it in - and this doesn't necessarily mean going back up for boob sucking.

Could be any number of things (or a combination)...

1. Birth control or other medications

On several occasions I've met girls who were not as wet as they should be and I asked them if they're on birth control and they said yes.
