I notice in bunches of pictures of argentine girls from like..preteen to late 20s.

The tilt there heads like their neck is broken..

People that have been in argentina for a while..

All girls do it. At least the ones who follow pop culture.

Its makes the picture look more "model" material. Gives their face a sleek angle, or whatever.

Its because they see so many real models posing, they just think its what pretty girls are supposed to do.

They practice this shit in the mirror nowadays.

I had some pictures taken by a professional photographer for comp cards and when it came to taking the headshots, he had me tilt my head in these ridiculously unnatural angles to make up for some camera effect that places the head at a weird angle to the body/shoulders. He also took angled/tilted shots and said that people find these more attractive than a straight up vertical headshot.

Another reason could be what Johny Dakota said

Just looks like a girl trying to use flirty body posture. What makes it "flirty" per se, I don't know, but girls that are engaged in a conversation with a guy they are feeling attracted to will often tilt their heads like that, combined with some hair flips.
