If you want to visit the country but you are afraid of being scammed or robbed, you should know that the likelihood is higher outside of the Carpathian range, particularly southern Romania incl. Bucharest. There are also many more Gypsies and Gypsified Romanians over there. Try to avoid Gypsy girls, even though you might find some exotic-looking ones out there, a lot of them have bad personal hygiene and conning people is part of their general culture. Not all are like that, but enough are - especially among "pros".

In western Romania, the situation is slightly better, as it has been a part of Austria-Hungary, unlike Southern Romania which was a part of the Ottoman Empire for hundreds of years and they have picked many oriental bad habits that are widespread throughout the Balkan Peninsula. The situation is of course not clear-cut, you could be conned in Timisoara or Sibiu, but the odds are generally lower.

So, if you are concerned about safety, come to western Romania. Timisoara and Cluj are nice university towns with high numbers of students. Sibiu and Brasov are also nice cities with medieval touristy areas and nice surrounding (the most beautiful castles in Romania are around Brasov), but they are a bit smaller, around 100k-200k inhabitants.

I also admit there is a possibility that girls from Moldova (Iasi in particular) might be the hottest overall, as Moldova is closer to Russia and the Ukraine.

Also, Mamaia is the most upscale sea resort and is swarming with hot girls during the summer. Be sure to check it out, although there is barely anything to do or see except for the girls, the prices are high for what the accomodations offer and the service is not good (southern Romanian "scam mentality" prevails). Personally I would rather pick up Romanian girls in cheap Greek resorts like Paralia Katerini, where the service is great and you also get a view of Mt. Olympus.

Paralia Katerini has very few Romanian girls and many Romanian guys mafia style.Romanian mafia is not the same as Bulgarian mafia.Bulgarians are preferred as more manly.
My impression is that Romanian girls can be devided into three categories:
1.Romanian girls from Bucharest.
2.Romanian girls of Hungarian origin (Timisoara, Cluj Napoje)
3.Romanian girls of Moldovan origin (Iasi).
Romanian girls from Hungarian origin (aka poor Hungarians) seem to be the most naughty.
More sponsoring occurs with Moldovan girls from Iasi and girls from Bucharest are the most glamorous.
Brasov has also a good reputation regarding easiness I do not know why.
