Don't think quality when you are just starting out, think quantity.

Approach anything that you think is fuckable, they dont need to be 8s and 9s, a 6 or even a 5 will do. Soon as you have a huge supply of pussy, you will naturally become better with women and you will approach 9s with ease. Start from the bottom, dont think high quality girls at first.

Dont misinterpret this theory, remember that the ugliest girls are the hardest, you are not aiming for the ugliest, you are aiming for the fuckable chicks.
